✶ Federal Law 95-FZ, art. 33 · 20-FZ, art. 71
152 roubles a vote.
Russian parties are paid by the state for the votes they win. Every list that takes at least 3% of the voters at a Duma election receives 152 roubles a year for each vote, until the next election. On the 2026 result, that is about 9.57bn ₽ a year across 5 parties, by our arithmetic.

Annual state funding by party
Per year: votes × 152 ₽. The 3% line in 2026 was 2,016,067 votes (3% of 67,202,227 participants, invalid ballots included). No other list reached it: the next was Party of Pensioners with 1.91%.

Campaign spending caps
What a campaign
may spend.
Campaign spending must pass through a dedicated election fund opened at a bank; donations to it are capped and anonymous or foreign money is barred. The caps are set in 20-FZ art. 71. The fund reports for 2026 are published by the CEC, which we cannot reach (below).

Two-thirds
to one party.
Golos added up the parties' own financial reports for 2020–2023: 60.8bn ₽ in all, of which United Russia received 66.8%, about 40.6bn ₽ by our arithmetic.
Golos compiled these figures before it ceased work in July 2025. It is a secondary source; the CEC's consolidated reports it drew on are not reachable from outside Russia.

What we
cannot show.
- Party financial reports Parties file annual consolidated reports and the CEC publishes them on cikrf.ru. The site does not answer requests from outside Russia, and we found no complete mirror.
- 2026 campaign funds Totals raised and spent by each party and district candidate in 2026 are published by the CEC in the same place. We have not been able to obtain them, so we show the caps only.
- Candidate declarations Under 20-FZ art. 42 every candidate declares income, property and holdings abroad, and the CEC publishes summaries. These too sit on CEC sites we cannot reach, so candidates' wealth is not shown.
- Actual payments The state funding figures above are our multiplication of official votes by the rate in law, not amounts reported as paid.
